Schemes and Programme for the Welfare of Schedule Caste in
Dakshina
Kannada District
Government of Karnatka through Social Welfare Department formulate various programmes and schemes for the upliftment of Scheduled Caste especially for their socio-economic and Educational advancement.
As per 2001 census, the Total Population of SC in Dakshina Kannada District is 1,31,168. The important Castes among the SC prevailing in D.K. District is given below:
Scheduled Caste: Mundala, Mogera, Nalkedaya, Parava, Pambada, Samagara,Raneyar, Holeya, Ajila, Adidravida, Bakuda, Godda,Madiga.

LEVEL ADMINISTRATIVE SYSTEM
OF WELFARE OF SC/ST
The various schemes of SC in the District are under the administrative control of Chief Executive Officer, D.K. Zilla panchayath. The District Welfare officer assist to the Chief Executive Officer in supervision of these welfare schemes. The following are the assistants to the District Social Welfare Officer in proper implementation and the Supervision of these welfare schemes.
Inspecting Assistant:- For the Supervision of Social Welfare Institutions viz:- Hostels Residential School etc., and verification of caste and implementation of schemes under Special component plan.
Office Superintendent:- Supervision of office administration.
To assist the above officers, there are 3 first division Assistants, 3 Second division assistants and 1 Typist in the district office.
The cases of atrocities against SC and ST’s and the caste verification comes under the preview of the Deputy Commissioner. The Welfare Schemes under Special Component plan and special central assistance are implemented by the various development departments. Other socio-economic programmes and Educational programmes are implemented by the social welfare department. The social justice committee of zilla panchayath review the entire welfare schemes progress of SC and ensure the proper implementation of schemes, they visit the spot and submit the report to the zilla panchayath during the General body meeting. General body meeting of zilla panchayath will take the decision for proper implementation of the scheme.
At the taluk level, in taluk panchayath system, the Taluk Social welfare officer under the control of District social welfare officer supervise the proper implementation of various welfare schemes of SC&ST’s. The Taluk Social welfare officers are assisted by Extention Officer of Social welfare. Now, almost all welfare schemes for SC and ST are transferred to Taluk Panchayath. Social justice committee of Taluk panchayath will review the progress of welfare schemes for SC and ST’s and guides the Officers for proper implementation of schemes.
Educational Programmes:-
The Social welfare department implements various schemes for the encouragement of education among the students of SC. In this regard the starting of
Navodaya model school and Morarji desai residential schools in the District are milestones in the Educational field. To accommodate the student of the remote and rural areas, there are totally 21 Hostels. Which provides free Boarding and lodging, 2 pairs of uniform per year and coaching facilities etc., the percentage of literacy among SC’s is 57%.
Scholarships:-
There
are different types of scholarships . details are as follows:
(1)Incentive scholarship to SC children studying form first standard to fourth standard @Rs.75/-per Annum.
(2)Pre-metric scholarships for the children studying from fifth standard @Rs.75/- and Rs.100/- per Annum. Addition incentive of Rs. 250 for girls students studying in 6th &7th standard and Rs. 500/- to girl students studying in 8th to 10th standard.
(3)Merit scholarship and price money for the children studying from fifth to tenth standard and tenth to Master Degree who have secured more than 60% of Marks in their Annual Exam. in addition to their regular scholarships. @ Rs 75/- for Students of Fifth to seventh Standard @Rs.100/- for Students of Eight & Nineth Standard and 10th Standard Rs.500/- for Students of Tenth Standard @Rs.750/- for Students of P.U.C. and T.C.H.@Rs.1000/- for Degree Students@Rs.1250/- for Post graduate students @Rs.1500/- for Medical and Engineering Students
(4)Pre-Metric scholarship for the children of who’s parents are engaged in un clean occupation. Days Scholars: Class I to V Rs.25/-per month for ten Months+Rs.500/-adhadhoc amount. ClassVItoVII Rs.40/-per month for 10 months+Rs.500/- adhoc amount. ClassIX&XRs.50/-per month for 10 months+Rs.500/-adhoc amount
(b)Hostellers: Class II to VIII Rs.200/-per month for 10 months+Rs.500/- adhoc amount. ClassIX and X Rs.250/-per month for 10 months+Rs.500/- adhoc amount.(5)Post Metric Scholarship Post Metric scholarship are sanctioned (Government of India)to SC students studying in various courses in recognized colleges and universities after matriculation for both day-scholars and hostelers at different rates prescribed by Government of India.

Financial assistance to Sc M.Phil and P.H.D. students in Karnataka @Rs.8000/-and Rs.10,000/- per annum respectively. Study tour charges @Rs.1000/- for the students who are studying technical and professional courses.
Book Bank Scheme:
The separate books bank are maintained in the
Medical,Eng, and other colleges for the benefit of the SC students.

AGRICULTURE
DEPARTMENT
Free supply of seeds, fertilizers and chemicals, Diesel engine oil engine, construction of surface water storage tanks or water lifting devices, providing sub-mersible pump sets, supply of power-tiller.
SOIL
AND WATER CONSERVATION;
Construction of Vented Dam and Nala thadegode to the SC.
ANIMAL
HUSBANDRY DEPARTMENT
Supply of milk cows, supply of cocks.
KHADI
& GRAMODYOGA
Vocational Training to the SC.
SERICULTURE;
Silk worm rearing centre, providing rearing appliances, inputs to the mulberry gardens.
ENGINEERING
DIVISION;
Approach roads to SC colonies, Rural water supply, mini water supplies and Community irrigation wells.
