The Government of Karnataka established the department of Social welfare during the year 1956 to provide the social and economic justice for the up liftment of scheduled caste, scheduled tribe and weaker section of society.

Considering poor education as the main reason for the social imbalance among the different castes and tribes of the state, the importance has been given to the educational programmes. According to article 15(A) and 16(A) of Indian constitution, the Government of Karnataka has implemented reservation policy to provide constitutional securities for scheduled castes and scheduled tribes. Scheduled castes and scheduled tribe development corporation has been created for the economic development of SC and ST.

To implement the programmes for this department, a state level directorate of scheduled caste and scheduled tribes has been established. Both these directorates have been headed by separate directors. At the district level department is headed by district social welfare officer who is a group A officer of government of Karnataka. District social welfare officer comes under administrative and financial control of zilla panchayat. All 10 talukas of the district have one taluka social welfare officer who is a group B officer.

The Department's programmes are derived into state sector programmes and District sector programmes.These programmes are implemented at District level by Zilla Panchayat and at taluka level by Taluka Panchayat.

Administrative Setup
The Administrative setup of the department has got three levels

1. State Level
2. District Level
3. Taluk Level 

1. State Level
At the State Level, the Director of Social Welfare is functioning as the Head of the Department and he is assisted by three Joint Director, four Deputy Directors, One Chief Accounts Officer, one Assistant Director and onr Gazetted Manager at the Head Quarters (i.e. Bangalore)

Apart from this, one Joint Director of Social Welfare is working as Director of Dr. B. R. Ambedkar Research Institute

There is one Pre-Examination training centre at Ambedkar Bhavan, Millar's Road, Bangalore where coaching is given to Scheduled Class students who are aspirants of passing Indian Civil Services Examinations like IAS and IPS. 

2. District Level
All the Programmes of the Social Welfare Department at the District Level are being implemented by the Zilla Panchayats. The District Social Welfare Officer is Head of Social Welfare at the District Level and he will assist the Chief Executive Officer of Zilla Panchayat in implementing the Social Welfare Programmes.

3. Taluk Level
Taluk Social Welfare Officer is the Head of the Taluk Social Welfare Office and he will work under the control of taluk Panchayat and assist the Executive Officers, Taluk Panchayat and District Social Welfare Officer of the District for the implementation of Departmental Schemes.

There is a caste verification committee at the district level under the Chairmanship of Deputy commissioner which verifies all the caste certificates issued by the Tahashildar for the purpose of appointement. There is a district level committee for prevention of atrocities on scheduled castes and scheduled tribes. This committee is chaired by Deputy Commissioner

In Belgaum district there are 66 prematric students' hostels , 12 post matric student hostels, 9 Ashrama schools, 5 Residential schools, 11 Government aided student hostels, 25 women welfare centers, 4 tailoring training centers
