PUBLIC PROCUREMENT REFORM IN
KARNATAKA
STATE
Government of Karnataka has embarked on a program of
Reforms in Public Procurement. The Karnataka Transparency in Public
Procurement Act 1999 (Karnataka Act No.29 of 2000 was issued vide No. SAMVYASHAE
29 SHASANA 1999,
Bangalore,
Dated
16th February 2001. Karnataka Transparency in Public Procurement Rules 2000 was issued vide
No. PWD/154/FC-III/2000 Dated 24th
October 2000. These are
available on the web site of Finance Department, Government of Karnataka.
Amendments to the Rules and Circulars on various aspects of Public Procurement
have been issued from time to time and these have also been posted on the web
site of Finance Department of Government of Karnataka.
In
order to ensure transparency in public procurement and bring in uniformity
across all the procurement entities of the State, it is proposed to mandate the
use of Standard Tender Documents for procurement of Goods, Works and
Consultancies. Standard Tender Documents have been prepared and reviewed by
various Committees constituted by the Government for the purpose. However before
finalizing, issuing, mandating its use by all the procurement entities of the
State, it is proposed to post the draft documents in the web site of Finance
Department, Government of Karnataka, to elicit constructive comments,
suggestions for improvement, point out any discrepancies etc., from various
procurement entities of the State (Individual or Organization), Contractors
(individual or Association), Suppliers and General Public. The Comments and
Suggestions may please be sent by hand delivery, or by post addressed to:
