ADULT EDUCATION

 

1. GENERAL INFORMATION:

The Adult Education Programme was first introduced in 1979-80 in Bellary District with main objective of literating the masses in the age group of 14 to 35 years, specially in rural areas. In the beginning, the rural functional Literacy Programme was first introduced only in three taluks i.e., Bellary, Hospet, and Siruguppa Taluks under Centrally sponsored scheme. From the year 1982-83 and onwards State Government has also taken the Adult Education Programme with the functionaries of State Adult Education Council, Mysore. In the year 1992-93 all these projects were stopped to start Literacy Campaign in the district. DAEO started working with Zilla Sakshartha Samithi. Further ZSS has taken up the programmes of Total Literacy Campaign, Post Literacy Campaign and Kannada Nadu Sakshara Nadu.Further Z S S has submitted project proposals for Continuing Education Programme to N L M . The District Adult Education Officer is entrusted with supervision ,monitoring and evaluation.

2. OBJECTIVES OF THE ADULT EDUCATION DEPARTMENT :

The main objective of the Adult Education Department is eradication of illiteracy. The ZSS is implementing Literacy programme in the district. Dist.Adult Education Office is also working with ZSS. DAEO is also implementing the programme of Janasikshana Nilayas.Janasikshana Nilayas started during the year 1988-89 with the main objective of strengthening and improving the Literacy skills of neoliterates. Now 60 Janasikshana Nilayas are working under the state plan in the district. Central Government has stopped releasing funds to Janasikshana Nilayas which were working under CSS, from 1996-97. Now only Rs.200.00 per month is being given to prerakas as honorarium, who are looking after the Janasikshana Nilayas. Books specially prepared for the neoliterates are kept in the Janasikshana Nilayas. These Janasikshana Nilayas are opened in the evening every day to enable the neoliterates to read and improve their reading and writing skills .

3. TOTAL LITERACY CAMPAIGN:

The total Literacy Campaign started from 26.1.94 and concluded on 31.7.95. ZSS was aimed to attain literacy for the age group of 9-35 years Literacy Survey was conducted on 6.4.94. The number of illiterates identified in the survey was 4,11,276. Out of these illiterates 2,28,600 were made literate by this programme.

4. POST LITERACY CAMPAIGN :

The main objective of this programme is to ensure reinforcement and retention of Literacy skills which were already acquired during T.L.C Vijaya Vikas Kendras under this programme started functioning from 1.7.96 and enrolled 1,25,073 neoliterates in these Kendras .

5. KANNADA NADU SAKSHARA NADU :

To commemorate the 50 Year Independence in a special way in Karnataka, this programme was launched by the Hon’ble Chief Minister of Karnataka on 8.9.97 i.e. on the Day of International Literacy. It is aimed to cover all the illiterates who were not covered during Total Literacy Campaign. This programme was completed on 31.8.98. Out of 1,47,944 illiterates identified in the survey, 66,894 were made literate by this programme.

7.The Plan Proposals of Continuing education programme have already been submitted to State literacy mission and same as already been submitted N.L.M. As per the direction of directorate of Mass Education Bangalore Preparatory work for this programme are in progress in the District.

As per the guidelines of JSNs Rs.2400/- for honorarium , Rs.500/- for lighting arrangements, Rs.1500/- for books, Rs.1800/- for News papers and magazines, Rs.500/- for sports materials , Rs.300/- for contingency. Total Rs.7000/- per annum is provided to each JSN. For 37 JSNs ( 37 x 7000 ) Rs.2.59 lakhs provided to central JSNs.
